Mr. Sakai is a Maryland-registered professional engineer and has over 15 years of experience managing large public sector organizations. Prior to
founding 4Tenets Consulting, he held leadership positions in state and local government, including eight years as the director of a state agency
responsible for water-related regulatory compliance programs, five years as the director of a large regional water and wastewater utility, and three years as the technical director of Baltimore’s CitiStat Office, a nationally recognized performance management program. He has over 30 years of engineering, management and budgeting experience and has extensive expertise in environmental permitting and compliance, water & wastewater operations, infrastructure planning, affordability and performance measurement.

What are the “4 Tenets”?

The 4 Tenets refers to a set of basic principles that were the foundation of a model of data-driven, high performance governance – called PerformanceStat - that was pioneered by Baltimore Mayor Martin O’Malley in the early 2000’s. The 4 Tenets of PerformanceStat are:


  • Accurate, timely Intelligence, shared by all.
  • Effective tactics & strategies.
  • Rapid deployment of resources.
  • Relentless follow-up and assessment.


Accurate and timely intelligence means you measure what you do, not how you do it, and make that information readily accessible to everyone who can add value or insight into the business process.  Metrics are the key to good decision-making, and in a world of competing priorities, limited resources, and a inertia, what is measured is, ultimately, what gets done.


Developing effective tactics and strategies means using that intelligence to find new ways to deploy limited resources and to constantly drive innovative thinking.  Creating an environment that rewards managers  for “thinking out of the box” and using data to both guide decisions and assess results is the hallmark of an effective enterprise.


Rapid deployment of resources speaks to the need to have managers think tactically and recognize new trends and challenges as they occur, not months or years later. This tenet recognizes that, in government, perfection is often the enemy of progress and the timid, untimely response lets small problems escalate into larger ones.


Relentless follow-up and assessment recognizes that while people working government may not oppose progress, but they prefer inertia. High performing government requires a relentless focus and attention to details, continuous oversite, and constant reinforcement.

4Tenets Consulting was founded in early 2015 to fill a market need for specialized engineering and management consulting that is focused on the unique needs of public utilities and government agencies. 4TC’s principal and founder, Jay Sakai, is a professional engineer with over 30 years of public sector management experience. He has held leadership positions within state and municipal government and at a large regional water & wastewater utility, and has long recognized that public sector organizations need new approaches to management to ensure that they can be effective in the face of aging infrastructure, an aging workforce, fiscal challenges, and an increasingly complex regulatory environment.
